A man has been banned from having a physical relationship with a woman unless she is aware he is the subject of a stringent sexual risk order imposed by magistrates.

Timothy Luke Holland, 34, of Brunton Street, Darlington, must inform a risk management officer in the sex offender management unit within 24 hours of the start of such a relationship and give the woman’s age, address, and date of birth.

He is not allowed to be alone in the company of any female while she is ‘clearly intoxicated through alcohol or drugs’ unless she is fully aware of the presence of the order and that that disclosure has been given to her prior to any intoxication.

Holland opposed the order but it was granted by magistrates sitting in Peterlee on Tuesday.

Holland is banned from having a mobile phone, computer or any device capable of accessing the internet or taking photographs or video recordings unless he has notified his management officer within three days of getting it.

It must have the capacity to retain and display the history of its use, including internet history, and he is forbidden deleting the history or instructing someone else to do so.

He is obliged to make the device immediately available on request for inspection by a police officer, or police staff employee, and must allow the installation of risk management monitoring software if required.

If he is using a computer in a place of work he must notify the officer within three days of beginning to use it.

Holland must also inform the authorities if he creates and account for ‘cloud’ storage to save data files.

The Sexual Risk Order runs for three years and until will last until 12pm on March 18, 2027.
