A push to make non-fatal strangulation a criminal offence will be made by former victims’ commissioner Baroness Newlove.

The amendment to the Domestic Abuse Bill will be brought forward by the life peer on Tuesday when the subject returns to the Lords.

Campaigners had previously called for choking to be added as an offence, with Nogah Ofer, of the Centre For Women’s Justice (CWJ), saying it was a “well-known risk factor for serious domestic violence and homicide”.

The CWJ said strangulation is often charged as common assault and that CPS guidance that strangulation should be treated as actual bodily harm “is frequently ignored”.

Baroness Newlove tweeted: “The #DABill comes to the floor of @UKHouseofLords my amendments MUST be added to such bill.

“More needs to be added for children of this horrific abusive cycle!

“Until the system fully understands impact violence this Bill will not protect those in the hands of the perpetrators.”
