FIVE people were arrested after police were called to a flat in Banbury.
Officers were initially called to an address in Kennedy House, Orchard Way, over a concern for the occupant's safety and found drugs.
Four men, none of whom were local, were arrested on suspicion of drugs supply and have been bailed with conditions not to enter Oxfordshire while enquiries continue.
Thames Valley Police could not reveal further details of the suspects due to their ages.

A 37-year-old woman was also arrested on suspicion of burglary and was in custody last night.
The force's Problem Solving Team has secured a closure order for the property, meaning anyone found inside other than permitted persons will be arrested.
A post on the TVP Cherwell Facebook page added: "If you have concerns around any of your neighbours being subject to such activity please do report to us.
"We take these reports seriously and action will be taken."
