I was at fault though for no lights, he smelt alcohol on me so I admitted to drinking three pints. I gave a reasonable reason for my lights, being I put them on when I got out of town as it was a 10 mile trip home and I didn't want them to die in the middle of nowhere. He checked my name and sent me on my way after saying "you having a giraffe" to cycling 10 miles home.
I believe it's fine to drink and ride but not to be in charge of a bike whilst drunk.
